Supplementary Estimates, 1986. - Single European Act: Approval of Terms: Motion.

The following motion was proposed by the Minister for Foreign Affairs (Mr. P. Barry):
That Dáil Éireann approves the terms of the Single European Act, done at Luxembourg on 17th February, 1986, and at The Hague on 28th February, 1986, a copy of which Agreement was laid before the House on 23rd September, 1986.
The following amendment was proposed by Deputies Mac Giolla and Proinsias De Rossa:
1. To delete all words after "Dáil Éireann" and substitute the following:
"notes with concern that the terms of the Single European Act signed by the Minister for Foreign Affairs on behalf of the Government on February 17th last,
(a) jeopardises Irish neutrality.
(b) removes the requirement for unanimity in certain areas of the Treaty of Rome.
(c) seeks the completion of the internal market by 1992 without any prior negotiations on derogations or specific regional aid for Ireland,
(d) proposes certain measures on tax harmonisation which would impose a severe strain on Irish public finances, leading to cutbacks in social services;
and in view of the political and economic implications of the Act for Ireland, and the opposition to it expressed by a large number of local authorities, trade unions, political parties and other groups, calls on the Government to renegotiate the Act to provide the economic and political guarantees necessary to enable Ireland to operate a policy of positive neutrality and to pursue economic policies which will provide jobs and ease the tax burden on the PAYE sector."

Item No. 9, motion in the name of the Minister for Foreign Affairs, and amendment No. 1 in the names of Deputies Tomás Mac Giolla and Proinsias De Rossa. I am putting the Question; "That the words proposed to be deleted stand part of the Question".

The following amendment was proposed by Deputy Vincent Brady:

After the words "September, 1986" to add the following words:

"subject to the following declaration by the Government being annexed to the instrument of ratification:

‘Declaration by the Government of Ireland on Article 13 and on Title III.

—Ireland considers that the completion of the internal market must have full regard to the terms of Protocol 30, agreed at the time of accession, which recognises that there are certain special problems of concern to Ireland, and that there is a Community interest in the attainment of the aims of Ireland's policy of industrialisation and economic development designed to align the standards of living in Ireland with those of other European nations and to eliminate underemployment while progressively evening out regional differences in levels of development.

—Ireland states that the provisions of Title III do not affect Ireland's long established policy of military neutrality and that co-ordination of positions on the political and economic aspects of security does not include the military aspects of security or procurement of such purposes and does not affect Ireland's capacity to act or refrain from acting in any ay which might affect Ireland's international status of military neutrality.'.".
