asked the Minister for Labour the present position regarding the payment of pay-related benefit arrears to a person (details supplied) in County Monaghan prior to the commencement of the enterprise allowance scheme.

The person concerned was a participant of the enterprise allowance scheme from 13 May 1985 until 14 December 1985 when he voluntarily dropped out of the scheme. Before entering the scheme he had been drawing pay-related benefit and he had not exhausted his entitlement to it. Under the scheme he applied to capitalise this benefit for the purpose of funding the purchase of a motor vehicle. As the item in question had been purchased several months prior to his entry into the scheme, his application was refused.
