Mr. Cowen

asked the Minister for Social Welfare if any consideration is being given to the introduction of a compulsory insurance contribution scheme for the self-employed and the farming community with a view to abolishing non-contributory pensions; and if she will make a statement on the matter.

The question of extending social insurance coverage to the self-employed, particularly for pensions, is among the issues to be considered in the context of a national pension plan covering employees and the self-employed. The Government have established the National Pensions Board as a first step in the development of such a plan and the first report of the board is expected to be available shortly.

This question was also examined by the Commission on Social Welfare which recommended that all self-employed persons, including farmers, should be brought within the scope of the social insurance system and should be eligible for old age, widow's and invalidity pensions.
