asked the Minister for Labour if he has adopted any of the recommendations of the published reports of the Dáil Committee on Public Expenditure in relation to his Department and, if so, if he will specify the extent of the adoption of each report.

301.

asked the Minister for Labour if he will list the names of all reports of the Dáil Committee on Public Expenditure relating to his Department; and if he will outline specifically and comprehensively the action taken to date with regard to each individual recommendation of such reports.

asked the Minister for Labour the action which has been taken on the recommendations contained in the report of the Committee on Public Expenditure regarding the proposal to establish a centralised State agency for persons registering for employment or training.

I propose to take Questions Nos. 300, 301 and 302 together.

The report of the Dáil Committee on Public Expenditure entitled "Proposals to establish a centralised State agency for persons registering for employment or training" issued on 31 May 1984 concerning possible action to streamline the various manpower services and programmes relates to my Department. The report was discussed in the Dáil on 28 June 1984.

Since June 1984 the White Paper on Manpower Policy was published. The White Paper responds to the following recommendations of the report: 9.1 — co-ordination between Departments and agencies involved in employment/ training programmes; 9.4 — links between the Department of Social Welfare and the National Manpower Service to be strengthened by introduction of compatible computerised records; 9.6 — the establishment of the National Manpower Service as a single user point of contact for all services available; 9.9 — the Department of Education should have primary responsibility for educating and training young people and AnCO should not, in principle, duplicate such courses; 9.12 — lack of clarity between the Youth Employment Agency and the Department of Labour; 9.14 — the rearrangement or rationalisation of the existing agencies into one multi-faced entity to administer the full range of recruitment, training and employment related issues.

Recommendations number 9.1, 9.12 and 9.14 have been further progressed with the introduction of the National Employment and Training Authority Bill in the Dáil.

The other recommendations are mainly of an operational nature and in the context of ensuring a more efficient and effective delivery of services will be examined by the new authority when it is established.
