asked the Minister for Justice to state the reason for the delay in payment of subsistence allowance to garda detectives from the Galway West division who performed Border duty following the Anglo-Irish Agreement.

This essentially is not a question of delay in paying but one of the propriety of certain claims. The position is that these are the subject of proceedings before the conciliation council established under the Garda Conciliation and Arbitration Scheme. Under the scheme the proceedings of the council are confidential and statements about them may not be issued without the authority of the council.
