asked the Minister for Agriculture when full payment will be made to a person (details supplied) in County Wexford under the EEC Scheme for peas and field beans under EEC Regulations 1431/82, 2036/82 and 3540/85; if the application will be reconsidered in view of the ambiguity in Regulation 3540/85 concerning the deadline for submitting declarations and if he will ensure that payment is made in view of the hardship involved.

Because the firm in question did not submit all the necessary information to my Department by a particular date, a penalty on a per diem basis had to be imposed in accordance with the provisions of the relevant EEC regulations. In accordance with these regulations, a certificate allowing payment of the full aid to the compounder can be issued only after the prescribed penalty has been paid.
