asked the Minister for the Environment if he will make a statement with regard to the traffic ramps located on the roadway adjoining the North Circular Road and Cross Guns Bridge, Dublin, running adjacent to the rear of Mountjoy prison; and the plans he has for introducing legislation to provide such ramps at other locations.

I understand that over the past few years, Dublin Corporation have provided, on an experimental basis, road ramps at five locations in the city, the most recent being at Blaquire Villas, the location referred to by the Deputy.

Section 32 of the Dublin Transport Authority Act, 1986, which came into force on 12 November 1986 empowers the Authority, subject to my approval, to direct a road authority, part or all of whose functional area is within the Authority's functional area, to provide road ramps on a roadway for the purpose of restricting the speed of mechanically propelled vehicles. The section also provides that I may make regulations specifying the procedures for the issue of such a direction and requirements as to the installation of ramps. The Authority has recently requested my Department to make such regulations.

Consideration is being given to the inclusion in a Road Traffic Bill, which I hope to bring before the Dáil later this year, of appropriate provisions governing the installation of road ramps by road authorities in areas outside the functional area of the Dublin Transport Authority.
