Order of Business.

It is proposed to take Nos. 4, 6 and 7. It is also proposed that No. 4 be taken without debate. It is further proposed that at the conclusion of business today, the Dáil shall adjourn until 2.30 p.m. tomorrow. Private Members' Business shall be No. 13.

Could I, Sir, with your permission raise on the Adjournment the subject matter of Mozambique and we will really talk about hardship then?

I will communicate with Deputy Andrews.

Has the Taoiseach apologised on behalf of the Government for the extraordinary behaviour of the Minister for Tourism and Transport at the TV centre last Sunday evening?

Surely that does not arise on the Order of Business. Deputy Griffin.

I advise the Deputy strongly that he should be the last person to talk about misbehaviour.

Are we to take it that whenever a Minister does not like the publicity given on a particular bulletin he is going to abuse——

That does not arise on the Order of business. I have called Deputy Griffin.

If the Deputy wants to open it up we will open it up.

With your permission, Sir, I wish to raise on the Adjournment the proposals of the South Eastern Health Board to reduce services and costs in 1987 with particular reference to the proposals to close down St. Vincent's District Hospital in Tipperary town and to reduce the number of beds in many other hospitals.

I will communicate with the Deputy.

I would like to ask the Taoiseach or the relevant Minister if there are any proposals to reintroduce the Housing (Miscellaneous Provisions) Bill, 1985, the Second Stage of which had been reached in the previous Dáil.

That is a matter which can be discussed between the Whips. I suggest that the Deputy should have the Whip of her party discuss that with the Chief Whip of the Government.

Is the Taoiseach aware that for the first time since 1947 no Irish delegation is attending the plenary session of the Council of Europe in Strasbourg this week because of the failure——

That does not arise on the Order of Business. The Deputy will have to find other ways and means of raising that.

Will the Taoiseach use his good offices——

It is not in order now.

I would like to raise on the Adjournment a matter of considerable urgency in my constituency in relation to the provision of second level education at Castleknock.

I will communicate with Deputy Jim Mitchell on the matter.

May I ask the Taoiseach on behalf of the Labour Party to reply to the particular——

It does not arise now, Deputy Desmond.

Could I ask the Taoiseach if it is proposed to introduce legislation concerning the function and role of CBF which might be in some doubt following recent contradictory statements by two Ministers of State?

No legislation has been promised.

Will the Taoiseach clarify the position?

He will indeed. We will have clarification one of these days.

I wish to raise on the Adjournment the devastating proposal to close Brownscourt Hospital in Enniscorthy with a loss of 112 jobs.

I will communicate with Deputy Yates.

When is it intended to resume the debate on the Control of Clinical Trials Bill?

That is a matter to be agreed by the Whips.

Is that a considered response?

A clinical response.

In the light of the Taoiseach's considered response to that last question and the indications we received in response to one or two previous questions, may I ask the Taoiseach if the Government have a legislative programme at all for this session of the Dáil and if so what it might be?

Of course we have a legislative programme and the Deputy knows there is a motion on the Order Paper to restore the Safety, Health and Welfare (Offshore Installations) Bill to the Order Paper.

What else might be there?

I would like to raise on the Adjournment the proposals of the Mid-Western Health Board in response to ministerial directives and Government policy curtailing expenditure which forced the board, due to lack of finance, to decimate services as they apply to hospitals in North Tipperary, namely, St. Joseph's Hospital, St. Mary's Hospital and the Hospital of the Assumption, Thurles.

I will communicate with Deputy Lowry.

Can the Taoiseach say when he hopes to have before us the Local Radio Bill, in which Deputy Leyden took such a great interest when in Opposition?

The introduction of that legislation is proceeding with all possible expedition.

Is it intended to continue with the Bill as published by the previous Government?

Certainly not.
