The co-financing of projects with voluntary agencies is an important element of the bilateral aid programme. The amount available in any one year for the co-financing of projects is dictated by the total allocation for Official Development Assistance (ODA). I would consider it desirable to increase the amount available for ODA, including the co-financing scheme, and this will be done as economic circumstances permit.
