asked the Minister for the Environment if he will take steps to ensure that Irish contractors can compete on an equal footing in the EC for all national primary route network improvements, for example bridges; if his attention has been drawn to the fact that, in the past, contracts have been awarded to contractors operating from outside the jurisdiction who have a considerable advantage by virtue of lower overheads; if he will ensure that such contractors do not allow their employees to draw social welfare benefits outside the jurisdiction while working within the State; and if he will make a statement on the matter.

I am aware of the fact that contracts for road works have been awarded to contractors from outside the State.

However, the Deputy will be aware that we are precluded by our EC membership from discriminating against contractors from other member countries.

The part of the question dealing with the payment of social welfare benefits is a matter for the Minister for Social Welfare.
