asked the Minister for Labour if the ILO Convention No. 158, regarding the termination of employment by an employer, (a) has been adopted in the State and (b) if so, if his attention has been drawn to the widespread policy which has been adopted by employers which is contrary to that Convention, namely, the abuse of the fixed term contract system for the purpose of depriving employees of protection against unfair dismissal, (c) if he will sponsor remedial legislation and (d) pending the enactment of remedial legislation, if he will advise Government Departments, public and local authorities to observe ILO Convention No. 158.

Ireland has not ratified ILO Convention No. 158 concerning Termination of Employment at the Initiative of the Employer. Consequently the question of initiatives in relation to observance or otherwise of the terms of the Convention does not arise.

I am aware of the use of the fixed term contract system in certain types of employment but I am not aware that that system is operated on a widespread scale for the specific purpose of depriving employees of entitlements under the Unfair Dismissals Act, 1977.
