asked the Minister for Social Welfare if his attention has been drawn to the fact that prisoners on temporary release from jail do not at present qualify for any social welfare payment; if, in view of the hardship and difficulty that this can create for prisoners, he will arrange that they qualify for some social welfare payment; and if he will make a statement on the matter.

Any person on temporary release from prison may apply for supplementary welfare allowance at his local health centre. His entitlement to an allowance is determined by reference to his circumstances and to any other means of support which may be available to him.
