asked the Minister for Social Welfare the present level of computerisation in his Department; if he will list the type and capacity of all mainframe computers and the system used; the extent to which these computers and systems are compatible with the Revenue Commissioners computers and systems; the plans, if any which exist and their timescale for improving the inter-compatibility of the Social Welfare and Revenue computers; and the plans, if any, which exist for on-line interface between these computers; and if he will make a statement on the matter.

The Department have no main frame computers as such. Its system comprises an extensive computer network based on the VAX range of the Digital Equipment Company. Practically all the Department's schemes and services are now computerised with the major exception of the unemployment payment schemes which are operated through its local offices. The Department's network is being built up on the basis of major studies done over the years, involving the assistance of consultants, and is specifically designed to meet the business needs of the Department which includes its dealings with other agencies such as Health Boards, the NMS and the Revenue Commissioners.

Since the introduction of pay-related social insurance in 1980, there has been a large and increasing flow of data between the Revenue Commissioners computer system and those of the Department relating to the social insurance contribution records of the insured population. This transfer is done by means of magnetic tape which is considered the most appropriate arrangement for these purposes.

There are no plans for any further degrees of interface between the computer system of the two organisations. However, an in-depth study of the Department's computerised central records system is underway at present with the help of consultants. The relationship with the Revenue system will, of course, be an important element in this study but it cannot be said at this stage what recommendations if any may emerge which would point to the need for further computer links.

There is, of course, continual working relationships of an administrative nature, backed-up where appropriate by computer facilities, between Revenue and the Department. These operational links are subject to continuous review and adapted where necessary to meet ongoing requirements.
