Written Answers. - Grant and Mortgage Subsidy Payments.

asked the Minister for the Environment if he will give an assurance in writing that payment of a house improvement grant to a person (details supplied) in County Cork will be lodged at a bank nominated by him; and if he will make a statement on the matter.

The grant will be paid to the applicant's account with the bank on the satisfactory completion of the works. The applicant has been so informed.

96.

asked the Minister for the Environment if in view of the facts of a case (details supplied) in Dublin 10 for an application for a £5,000 surrender grant he will now reverse the decision not to pay the grant; and if he will make a statement on the matter.

The handling of applications for the £5,000 grant is a matter for the relevant local authority up to the stage of certification for payment. The conditions of the scheme require that an applicant must have been a tenant of the local authority dwelling for a continuous period of at least three years and a relative, other than a spouse, succeeding to the tenancy of a dwelling must fulfil the three year requirement in his-her own right. Where this requirement had not been fulfilled prior to the abolition of the scheme, the grant cannot be allowed.

asked the Minister for the Environment when a mortgage interest subsidy will be paid to a person (details supplied) in County Kerry; and if he will make a statement on the matter.

The fourth instalment of the mortgage subsidy (£400) will be paid as soon as possible.

asked the Minister for the Environment when an initial inspection for a house improvement grant will be carried out for a person (details supplied) in County Carlow.

An inspection has already been carried out. However, the receipt of certain information and documentation from the applicant is awaited.

asked the Minister for the Environment when payment of a house improvement grant will be made to a person (details supplied) in County Carlow.

The grant will be paid as soon as possible.

asked the Minister for the Environment when a new house grant will be paid to a person (details supplied) in County Carlow.

An inspection, with a view to payment of the grant, will be arranged when the applicant notifies the Department that he is in occupation of the house as his normal place of residence.

asked the Minister for the Environment when a house improvement grant will be paid to a person (details supplied) in County Offaly.

The receipt of certain documentation requested from the applicant is awaited.

asked the Minister for the Environment the reason a house improvement grant in respect of a kitchen extension has been refused to a person (details supplied) in County Limerick, in view of the fact that the Department knew in advance that the floor area of the kitchen was less than 100 sq.feet and that this was clear from the application form for the grant and from the plans which accompanied the application.

It has been necessary to request a further report from the Department's inspector and on its receipt the applicant will be notified of the outcome.

asked the Minister for the Environment when a second inspection for a new house grant will be carried out for a person (details supplied) in County Offaly.

The inspection has been carried out and the grant will be paid as soon as possible.

asked the Minister for the Environment if approval for a house improvement grant given to a person (details supplied) in Dublin 7 is still valid; and if so, when it will be paid.

In the absence of the applicant's full name, it has not been possible to trace the application.

105.

asked the Minister for the Environment when a person (details supplied) in County Louth will receive payment of a mortgage subsidy.

The second instalment of the mortgage subsidy will be paid as soon as possible.

106.

asked the Minister for the Environment the reason for the delay in payment of a house improvement grant to a person (details supplied) in County Cork and whether payment will now be made.

There has been no undue delay; the grant will be paid as soon as possible.
