asked the Minister for Industry and Commerce if, since the publication of the White Paper on Industrial Policy, the IDA have succeeded in securing foreign industrial projects which are, in the terms of paragraph 8.8 (1) of the White Paper for stand alone projects that can survive without significant reliance on the parent company; if the IDA have significantly altered their practice in regard to overseas investment promotion in accordance with this policy objective; and if so, the way in which this was done.

Since the publication of the White Paper on Industrial Policy, and indeed before that, it has been IDA policy to concentrate their promotional efforts, in so far as possible, on projects with the characteristics contained in paragraph 8.8 of the White Paper. Towards this end, the level of support afforded to a project is related to the extent to which it meets these requirements. As a consequence of this policy a number of projects have been secured by the IDA which have real potential to develop into stand alone projects.
