There has been no undue delay. The grant will be paid as soon as possible. Following payment of the grant, the first instalment of the mortgage subsidy will be paid when the applicant submits the claim form duly completed and certified by the lending agency.

The fourth instalment of the mortgage subsidy (£400) was paid on 24 September 1987.

The application relates to both the £2,000 grant and £2,250 "builders" grant. An inspection, with a view to approval of the £2,000 grant, will be carried out as soon as possible. Payment of the £2,250 grant will be made to the builder of the house in two equal instalments in due course.

asked the Minister for the Environment when persons (details supplied) in County Clare will be paid a £5,000 local authority house surrender grant.

Confirmation that the applicants have complied with the conditions of the scheme was recently received and the grant will be paid as soon as possible.

asked the Minister for the Environment the reason for the delay in carrying out an inspection for a house improvement grant for a person (details supplied) in County Louth; and when the inspection will be carried out.

There has been no undue delay. The inspection will be carried out as soon as possible.

asked the Minister for the Environment if he will change the 1980 Housing Grants Regulations made under the Housing Act, 1979, to enable a housing reconstruction grant to be paid to a disabled person buying a new or second-hand house in addition to the builder's grant and the first time buyer's grant; and if he will make a statement on the matter.

I have no proposals to amend the 1980 regulations as envisaged by the Deputy. However, the conditions relating to payment of the £2,000 "first time buyers" new house grant allow a grant to be paid for a new house being specially provided to meet the accommodation needs of a disabled person who had previously purchased or built a house or who is building a house which exceeds the usual floor area limit.

A mortgage subsidy cannot be allowed as the application was received after 6 March 1987 which was the final date for the receipt of applications.
