asked the Minister for Finance the progress, if any, which has been made on the amalgamation of the staff officer and executive officer grades; and the reason for the delay in implementing this decision.

The main thrust of the Government's policy in the Civil Service is to effect reductions in the number of staff employed and to reduce the Civil Service pay bill. As the Deputy is aware, the Government has been engaged in a fundamental review of schemes and programmes, many of which have staffing implications. In this context it has not yet been possible to complete the review referred to in my reply to the Deputy on 28 April 1987.
