asked the Minister for Health if, because of paragraph A of Article 3 of the EC General Directive which will come into effect in the next few years, he will introduce legislation for the statutory registration of physiotherapists to remove any doubt as to their right to practice anywhere within the Community; and if he will make a statement on the matter.

I understand that statutory registration for physiotherapists will not be necessary in order to comply with our EC obligations. Accordingly, I do not propose to introduce legislation for the statutory registration of physiotherapists.

I am aware that the Irish Society of Chartered Physiotherapists is concerned that their members may not satisfy the requirements for a "regulated profession" within the meaning of the proposed EC Directive unless they are subject to statutory control in this country. However, a definition for "regulation" in this sense is still under active consideration, together with the entire text of the proposed directive, at Council working level in Brussels.

The EC authorities are aware that there is a variety of forms of regulation or recognition of professional activities by member states and they are currently working with the member states towards drawing up a broad definition of a "regulated professional activity" to comprehend all forms of such regulation.
