Written Answers. - Stalker-Sampson Report.

asked the Minister for Foreign Affairs if he will give an up-to-date report on the continued delay in the publication of the Stalker-Sampson report.

As I indicated in my reply to a question on this matter in Dáil Éireann on 16 June 1987. It is my understanding that police reports of this kind are not normally published.

The present position is that the completed report, which contains several parts, has been submitted to the relevant authorities, including, where appropriate, the Director of Public Prosecutions. The ruling of the DPP on the outcome of the report is currently awaited.

Meanwhile, on 15 July, the Secretary of State for Northern Ireland announced in the House of Commons that, in response to one particular recommendation of the Sampson Report, a special inspection into certain matters of RUC organisation and procedure would be carried out by an inspector of constabulary. Mr. Charles McLachlen of the South East Inspectorate of Constabulary (In Britain) was subsequently appointed to undertake this inquiry. The Secretary of State has also indicated in the House of Commons that at the earliest appropriate time he himself will make a statement on any matters arising from the Sampson report that fall within his responsibilities. He will take account of Mr. McLachlen's findings in this statement.

I am concerned about the whole range of issues surrounding the Stalker/Sampson inquiry and I believe that it is essential from all points of view that the matter is cleared up, and the necessary follow-up action taken, as quickly as possible. I have been using, and will continue to use, the framework of the Anglo-Irish Intergovernmental conference to convey my concerns in this matter to the British Government.
