asked the Minister for Foreign Affairs if his attention has been drawn to the fact that applications for membership of the European Community have been discussed or comtemplated by the Governments of Norway and Austria; and if he will make a statement on the matter.

Both Norway and Austria, as members of the European Free Trade Association, enjoy a special relationship with the Community. The EFTA countries have been examining their respective relationships with the Community in the light of the Community's declared intention to complete the internal market by 1992.

This ongoing review has led to speculation that Norway and Austria, in particular, might be about to apply for membership of the Community. The Deputy will be aware that Norway was originally scheduled to join the Community at the same time as Ireland but the proposal to do so was rejected in a referendum. A recent Norwegian White Paper concentrates on ways of intensifying the existing close relationship with the Community. In Austria discussion has also focussed on strengthening existing relations with the Community rather than on possible membership. We are following developments closely in both countries.

There has been no indication, however, from the Austrian or Norwegian Governments that either intends to apply for membership of the Community in the immediate future.
