asked the Minister for Industry and Commerce if, in view of the enormous pressures on low income families that can be created by child directed advertising for toys in the run-up to Christmas, especially advertising on television, he will take measures to control or restrict advertising of this nature; and if he will make a statement on the matter.

The present position is that, in addition to the legislative controls contained in the Consumer Information Act, 1978, in relation to advertising which is false or misleading, advertising in general, and advertising on RTE in particular, is subject to voluntary codes of standards. These codes lay down guidelines in respect of, among other things, advertising as it relates to children.

I believe that the matter raised by the Deputy is one of those areas in advertising which are more appropriately dealt with by means of such codes of standards rather than my legislative controls and I do not therefore propose to introduce measures as suggested by the Deputy.
