asked the Minister for Industry and Commerce the plans, if any, he has to make the Kilkenny Design Workshops fully self financing, in view of the reduction of 28 per cent in real terms in its allocation; and if he will make a statement on the matter.

The Government has decided that the grant-in-aid for Kilkenny Design Workshops should be phased out over the next three years and the reduction in their grant-in-aid for 1988 represents the first phase of this process. The elimination of the grant-in-aid on a phased basis is designed to afford KDW some time to implement the measures necessary to achieve full commerciality. Extra share capital amounting to £225,000 was provided to the company towards this objective over the past 12 months and measures to expand commercial revenues have also been implemented by KDW. Plans to reduce operating and administrative costs are now also in the course of being implemented by the company. I should emphasise that responsibility for the preparation and successful implementation of the necessary measures to achieve full self financing in line with the Government's target must rest with the board and management of KDW.
