asked the Taoiseach whether any members of the Government are still serving on a local authority; and if he will make a statement on the matter.

The Minister for Labour is the only member of the Government still serving on a local authority — Dublin Corporation. I understand that he will be resigning from that body in December.

Are Ministers of State considered to be members of the Government in the context of the Taoiseach's answer?

The question refers to members of the Government.

So Ministers of State, I infer from that rather opaque answer, are not considered to be members of the Government.
