asked the Minister for the Environment if he will make a by-law, as exists in other jurisdictions, permitting a left turn on the road at selected junctions; if not, the reason; and if he will make a statement on the matter.

Under the Road Traffic General By-Laws, 1964, the general rule is that a driver approaching a traffic light showing a red light must not proceed beyond the stop line if provided or, if there is no stop line, beyond the traffic light. However, where the traffic light also shows a lighted green arrow, the driver may proceed, but only in the direction indicated by the arrow.

The question of permitting "left turn on red" in appropriate circumstances is at present being considered by my Department in consultation with the main statutory bodies concerned. The views made available to me so far indicate that the introduction of such a measure could reduce traffic delays, fuel consumption and vehicle exhaust emissions. On the other hand, concerns have been voiced as to the effect of such a measure on road safety generally but particularly that of pedestrians. In this context, the introduction of a measure which would alter the basic prohibitory status of a red light must be weighed carefully against any benefits. International experience and views on this matter are mixed. I will make a decision on the matter as soon as possible.

Given the behaviour of the Government in recent days, does the Minister intend to introduce legislation allowing U-turns on red as well?

Would the Minister agree that it is a matter of surprise that Deputy Cooney should be worried about anybody taking a left turn, even in a motor car?

I am satisfied that Deputy Cooney regarded this as an important matter. Obviously some of his colleagues do not. When it comes to U-turns and going far off left, I know where Deputy McCartan stands.

Deputy Cooney has always been interested in the turns of the Official IRA.

And never misses the opportunity to say so.
