asked the Minister for Labour the reason for refusing participation in the Employment Incentive Scheme in the case of a person (details supplied) in County Kildare who employed an extra employee on foot of information received from his Department but who has since been informed to the effect that he cannot qualify under that particular heading; and if he will make a statement on the matter.

There is a regulation under the employment incentive scheme that an employer recruiting a person into an employment comprehended by an employment regulation order must pay a wage not less than the statutory minimum rate provided under the order. My information is that the employer did not pay the appropriate wage rate to the employee. In such circumstances the benefit of the employment incentive scheme cannot be extended to him. The employer's attention has been drawn to this requirement and if and when he notifies my Department of compliance with the order his application for payment will be re-considered.
