asked the Minister for Labour if AnCO is engaged in running training courses on a commercial basis in competition with the private sector in the Ballyfermot training centre, Dublin 10 and/or the Tallaght training centres, Dublin 24; if they are training employed persons on these courses; whether or not European social funding is assisting these courses; if a private firm has been engaged by AnCO to operate the courses at a lower fee than that of private sector competitors; and if he will make a statement on the matter.

I take it that the Deputy is referring to AnCO heavy goods vehicle (HGV) training courses. AnCO provides such courses on a commercial basis at a number of centres including Ballyfermot and Tallaght, to facilitate companies wishing to have staff trained in this skill. Self-employed persons are also accepted on these courses.

The theory part of the courses is undertaken in an AnCO centre and the practical is undertaken by schools of motoring on a contract basis. There is no cost to the Exchequer nor do these courses qualify for ESF assistance.

Similar courses are provided for unemployed persons and these are both Exchequer and European Social Fund assisted.

The contract for the practical part of the training is put out to public tender on an annual basis.

The tender price would be among the issues taken into account when deciding on the successful tender.
