asked the Minister for Foreign Affairs if he favours the replacement of the present western multi-national naval force in the Persian Gulf by a United Nations force; and if he favours the imposing of sanctions on either or both of the belligerents in the Iran-Iraq conflict.

The present situation in the Persian Gulf is a direct result of the war between Iran and Iraq. The only certain way to ensure a return to normality in the Gulf is to secure an end to the war. In pursuance of this objective the United Nations Security Council unanimously adopted in July of this year a mandatory resolution — Resolution 598 — which calls for an immediate ceasefire and a withdrawal to internationally recognised boundaries. This resolution represents the sole basis for a comprehensive, just, honourable and durable settlement. We fully support the efforts of the UN Secretary General to secure its urgent implementation. It is for the members of the Security Council to agree on whatever measures may prove necessary in due course to enforce compliance with the terms of this resolution should the mediation efforts of the Secretary General fail to secure its implementation by the belligerents. Ireland will support action taken by the Security Council within the framework of its responsibilities under the UN Charter.
