asked the Minister for Communications if he will make a statement on whether or not he has any jurisdiction or control over the borrowings of Telecom Éireann in order for them to fund their capital expenditure programme; and if the capital debt of semi-State bodies falls within the figures quoted as being the national debt at present.

My statutory responsibilities in relation to borrowing by Telecom Éireann are set out in sections 27 and 28 of the Postal and Telecommunications Services Act, 1983. I understand that the debt of semi-State bodies is not included in the published figures for national debt.
