asked the Minister for the Environment the plans his Department have to exempt old age pensioners, widows and others in receipt of social welfare payments from the payment of service charges.

Local authorities have powers under the Local Government (Financial Provisions) (No. 2) Act, 1983 to waive all or portion of any service charge on the grounds of personal hardship and have been given appropriate guidance in departmental circulars on this matter.
