asked the Minister for the Environment if his attention has been drawn to the fact that Dundalk Urban District Council have an accumulated reserve of £2.9 million; if he will give favourable consideration to allowing the council to use a portion of this finance to reduce or eliminate local service charges; and if he will make a statement on the matter.

I understand that Dundalk Urban District Council have resources of the order of the amount mentioned by the Deputy mainly on their capital account. There are no proposals before my Department in the matter but the utilisation of these resources would be a matter in the first instance for the local authority and would, of course, be subject to such legislative or other constraints which may apply in relation to the purposes for which they may be used.
