asked the Minister for Justice the controls on capital projects with respect to his Department's Estimate which have been introduced to prevent a recurrence of a situation similar to that which occurred in Portlaoise, County Laois, where three bedroomed houses at a cost of £78,000 excluding site costs were built for prison officers.

In relation to control of expenditure generally, my Department comply with the procedures laid down from time to time by the Department of Finance. As the Deputy may be aware, new procedures related to control of expenditure on major capital projects in the public sector were prescribed in January 1983 by the Department of Finance. These procedures were devised in the light of the report of the Interdepartmental Working Group on Cost Overruns on Public Construction Contracts (1981-1983).
