I assume the question relates to the storm which occurred on 9 February. As regards damage to roads, all funds available for 1988 have already been allocated to local authorities. However, it is likely that a high proportion of any necessary restoration work would qualify for assistance under one of the following road grants already notified to the local authority for 1988: National Road Maintenance, £1.599 million; County Road Strengthening, £2.04 million; Block Grant, £1.89 million. It is open to the local authority, subject to my approval, to borrow for the purpose of repairing coastal damage including repairs to piers and harbours. I have no further funds at my disposal to enable special assistance to be provided.
