asked the Minister for Agriculture and Food if his attention has been drawn to the refusal of his Department to honour the commitment of Bord na gCapall to pay a £100 mare premium to a person (details supplied) in County Sligo; his views on whether the Department now have an obligation to pay this money owed by Bord na gCapall in view of the fact that this person fulfilled all his obligations and was considerably out of pocket in doing so; and if he will make arrangements to have this person paid immediately.

Both the previous Government and the present Government decided that the activities of Bord na gCapall should be wound up with effect from 1 April 1987. This has now been done and there are no funds at the disposal of my Department to continue the board's activities including the payment of mare premiums. My Department must implement Government decisions and have, therefore, no obligation to continue former activities of the board.
