asked the Minister for Agriculture and Food the long term effects for Irish farmers on the continuing fall in the price of concentrated food imported from Third World Countries for the feed-based dairy industries of other EC countries.

Serious difficulties arise because of the continuing import into the EC of Third country feed products which are used as cereal substitutes. Following consistent pressure at the Council of Agriculture Ministers, the Commission has indicated its intention to pursue this question of the cereal substitutes in the current GATT round. Furthermore, the Council is considering the introduction of an aid scheme to encourage the incorporation of greater quantities of EC grain in animal feed and this should help to eliminate some of the competitive advantage of cereal substitutes.
