Written Answers. - Dún Laoghaire Harbour Marina.

asked the Minister for the Marine the annual revenue which will be paid to his Department by the developers of the proposed marina at Dún Laoghaire harbour, County Dublin; and if he will make a statement on the matter.

It is not the practice for the terms of such leases to be disclosed by the Office of Public Works. To ensure fairness both to the State and to the developers, the rental income of the State will be related to the rental income of the developer. The rental to be paid by the developer must take account of the very significant cost involved in the marina, including operating, maintenance and financing costs and the commercial risks involved. The project has been examined in detail and the rental income will be set to maximise the return to the State while ensuring that the project can proceed on a commercial basis.

asked the Minister for the Marine the steps taken by him to obtain competitive tenders, in order to safeguard the public interest in relation to the proposed marina development at Dún Laoghaire harbour, County Dublin; if he will list the names of companies and/or individuals who have submitted proposals to his Department in connection with this matter; and if he will make a statement on the matter.

The proposed marina at Dún Laoghaire harbour did not go to public tender, because it is not being undertaken or funded by the State. While it has been public knowledge for some time that the Government are anxious to see development of a commerical public marina at Dún Laoghaire, the proposal from Marina Developments (Ireland) Limited is the only comprehensive proposal which, has been submitted which will meet the Government's objectives in Dún Laoghaire.

asked the Minister for the Marine the management structure which he envisages will be utilised to operate the proposed marina at Dún Laoghaire harbour, County Dublin; if the local authority, Dún Laoghaire Borough Corporation, will be involved, directly or indirectly, in the running of the marina; and if he will make a statement on the matter.

The area of the marina at Dún Laoghaire will be leased by a private developer, Marina Development (Ireland) Limited, from the State, which will retain ownership of the area. The marine furniture will be owned by the developer.

This undertaking is a private development and will be run by the developers. It will be a matter for Dún Laoghaire Borough Corporation to offer advice as it sees fit, in the same way as it may currently advise the Office of Public Works on other aspects of harbour management. There will be conditions in the lease to safeguard the harbour, and the State's involvement, notably in the areas of the usage of the marina, the availability of berths for members of the public and visiting yachtsmen, the protection of the environment, the repair and maintenance of the marina structure, and access to the harbour land and sea areas.

A technical liaison committee, comprised of officials of the Department of the Marine and of the Office of Public Works and the developers will review and report to me on the designs and construction of the marina and will monitor the effects of the marina development on the harbour. The developers will be obliged to institute an agreed programme of monitoring effects on harbour structures and amenity, to undertake regular monitoring of water quality and to report regularly on these matters to me.

asked the Minister for the Marine the discussions he has had or proposes to have with Dún Laoghaire Borough Corporation concerning the proposed marina development; and if he will make a statement on the matter.

I have had consultations on a number of occasions with the Cathaoirleach and members of Dún Laoghaire Borough Corporation concerning the proposed marina development at Dún Laoghaire. I have also met with and talked to members of the local Chamber of Commerce and with other local representatives. Officials of my Department have had meetings with the manager of Dún Laoghaire Borough Corporation and with other local interests such as yachting and sail training enthuasiasts. The objective of these discussions is to ensure that the views of all interested persons and groups are taken into account as far as possible when decisions affecting Dún Laoghaire are taken. I intend that my Department will maintain contact with the relevant parties.
