A comprehensive range of measures already exists within educational and manpower systems to facilitate transition from school to working life. To the extent that changes are necessary I would assign priority to activity for those who leave the educational system with minimum educational qualifications. I hope to announce jointly with the Minister for Education, a number of proposals on this matter.
