Written Answers. - Employment Programme Costing.

asked the Minister for Labour the up-to-date gross costing of one man-year on the following programmes: (1) the work experience programme, (2) the employment incentive scheme, (3) the enterprise scheme, (4) Teamwork, and (5) the social employment scheme; the way in which the costing in each case is calculated; and if he will make a statement on the matter.

The information requested by the Deputy is as follows:

(1) Work Experience Programme: The programme was suspended in September 1987. The gross costs of one man-year was £1,794. (2) Employment Incentive scheme: The gross cost of one man-year is £1,757, based on the average annual premium. (3) Enterprise scheme: The gross cost of one man-year is £2,221, based on the average annual allowance. (4) Teamwork: The gross cost of one man-year is £4,037 based on the average unit cost per worker, including grants towards supervision and approved running costs. (5) Social Employment scheme: The gross cost of the man-year is £4,500, based on the best available assumptions relating to average wage and allowance for dependants, costs of materials and supervision costs.

The figures given for the employment incentive scheme, enterprise scheme, Teamwork and the social employment scheme are average figures. The costs for individual participants would be influenced by a number of factors, such as age and length of unemployment in the case of the employment incentive scheme and the participant's number of dependants in the case of the enterprise and social employment schemes.

All the programmes attract European Social Fund assistance. The net cost to the Exchequer would, therefore, be lower than the figures given. The net Exchequer cost would also be reduced by other Exchequer savings for example on unemployment compensation.
