asked the Minister for Labour the function his Department have in manpower policy and implementation of that policy; and if he will make a statement on the matter.

Arising out of the 1986 White Paper on Manpower Policy and the Labour Services Act, 1987, the Department is responsible for: (1) the formulation, co-ordination and evaluation of manpower policy; (2) the provision of the resources necessary to give effect to that policy; and (3) monitoring the operations and activities of FÁS and CERT to ensure that they are consistent with the declared policy and fully aligned with overall economic social and labour market policy.

FÁS and CERT are responsible for the effective and efficient management of programmes of training and retraining, employment schemes and job placement services to achieve policy objectives. FÁS and CERT will also make a major input into policy formulation on an ongoing basis.
