Order of Business.

It is proposed to take Nos. 5, 6, 7, 18 and 19. It is also proposed that the Dáil shall sit later than 9 p.m. today and business shall be interrupted at 10.30 p.m. It is further proposed that Nos. 5, 6 and 7 shall be taken without debate. It is further proposed that No. 19 shall be taken not later than 8.30 p.m. and the Minister of State at the Department of Agriculture and Food shall be called on to conclude the debate not later than 10.15 p.m. Private Members' Business shall be No. 35.

Is the proposal for a late sitting today agreed? Agreed. Is the proposal that Nos. 5, 6 and 7 be taken without debate agreed? Agreed. Is there agreement in respect of the proposal for dealing with No. 19? Agreed.

In welcoming the Taoiseach's agreement to refer the Dún Laoghaire marina proposal to the Planning Review Group, does he intend to proceed with legislation——

Is there legislation proposed in respect of this matter?

Yes. Does the Taoiseach intend to proceed with the legislation concerning the transfer of functions from the Office of Public Works to the Department of the Marine in relation to Dún Laoghaire harbour?

There are questions on the Order Paper today in respect of that matter.

The Taoiseach has given an undertaking that the housing Bill will be taken this session. When precisely will it be taken and can the Taoiseach give an assurance that it will be completed this session?

As soon as possible and, yes.

With respect, a Cheann Comhairle, the Government have indicated their intention to transfer functions in relation to Dún Laoghaire harbour from the OPW to the Department of the Marine. This will require legislation. It is not dealt with on the Order Paper today and I am asking the Taoiseach if he intends to go forward with that legislation and, if so, what his plans are with regard to it.

I will permit the question regarding proposed legislation.

The Taoiseach needs a letter from Dr. John De Courcy Ireland.

It is proposed to transfer responsibility for all harbours to the Department of the Marine. That includes Dún Laoghaire harbour. Whether it can be done by order or by legislation is not clear to me at the moment but if legislation is necessary it will be introduced.

In view of the fact that the EC Directive on environmental impact analysis comes into force in the Community after 1 July and has a bearing on the matter we are talking about and also on the Dublin Port and Docks proposals, could the Taoiseach assure me that the directive will be fully implemented here after 1 July?

I cannot allow the Order of Business to be turned into a mini Question Time.

This is secondary legislation and we should be entitled to information on it here.

I seek permission to raise on the Adjournment the dangerously low level of morale in the Defence Forces due to the reduction in personnel numbers and the application of the embargo on promotions.

I shall communicate with the Deputy.

I wish to raise on the Adjournment the case of Luise Tricot Novoa, a former resident of this country who has now been in custody for seven months without trial in Chile and the allegations of serious torture there.
