asked the Minister for the Environment the action he proposes to take with regard to the fact that local authorities are owned almost £20 million in unpaid agricultural rates; and if he proposes any initiative in this area in view of the fact that only £1.6 million of rates due to them have been collected by local authorities since 1982.
