asked the Minister for the Environment if he will outline the Government's policy with regard to the location of toxic waste treatment plants or toxic dumps; if he has any plans for such facilities; and the extent to which new industries will contribute to such industries.

The object of waste disposal policy is to ensure that all wastes, and particularly any hazardous wastes which call for special disposal arrangements, are safely disposed of without risk to public health or to the environment. In this connection, I would refer to my announcement on 26 January last that earlier proposals to provide a central waste facility were being abandoned and that I intended to make capital grants available to provide sector waste disposal interests to encourage them to extend the present range of treatment, recovery and disposal facilities for hazardous wastes. I am not in a position as yet to indicate what facilities will be provided under the scheme or where they will be located. The extent to which new industry is likely to avail of off-site waste disposal facilities will obviously depend on the services available and their costs.
