asked the Minister for Education if her attention has been drawn to the fact that the Wicklow County Manager has introduced a practice of withholding third level grants to the children of parents who are in default of payment of local service charges; if she sanctioned this practice; if not, if she intends to take any action on the matter; and if she will make a statement on the matter.

The position is that the administration of the higher education grants scheme is statutorily entrusted to local authorities. However, I am having the matter examined by my Department and I will be in touch with the Deputy again in due course.
