Written Answers. - Transfer of Grant-aided Primary Schools.

andMr. Taylor asked the Minister for Education in view of the declining number of primary school students generally and the simultaneous growth in demand for primary schooling which is not under the patronage of religious institutions, the action she considers appropriate to facilitate the transfer of grant-aided schools which are no longer used and in the hands of the latter institutions, to the patrons of national schools which are under non-clerical patronage; if she will consider provisions for securing the refund of State capital grants where unreasonable refusals for transfer are made; and if she has satisfied herself that the payment of capital gains tax from which charities are normally exempt is being made where disused school buildings are disposed of for non-charitable purposes.

In my reply dated 11 February 1988 to a question raised by Deputy Quinn arising from efforts which were being made by a number of people to establish a multi-denominational primary school in the south Dublin city area, I dealt with the issue of the transfer of grant-aided primary schools no longer in use. The application of provisions for the payment of capital gains tax is not a matter for the Minister for Education.
