asked the Minister for Education the way in which she can reconcile the exclusion of primary school teachers employed in multi-denominational schools, or other schools not under the patronage of bishops, from the panels of teachers for redeployment with the provisions of Article 44.2.3º (details supplied) of the Constitution and Article 2.1. of the United Nations Declaration on the Elimination of all Forms of Intolerance and of Discrimination based on Religion or Belief also known as the Irish Declaration, because of the leading role taken by the Irish Government in promoting it at the United Nations; and if she will make a statement on the matter.

The rules for national schools provide for both diocesan and other approved panels. It would, therefore, be open to the authorities of multi-denominational schools, or other schools not under diocesan patronage, to make proposals to my Department for the establishment of an appropriate panel for their schools.
