asked the Minister for Education if she will give details of the following allocations from national lottery funds by her Department: (a) bodies providing services for the young homeless in the Dublin area who have received grants totalling £868,000 and the new services and facilities which they propose to develop (b) bodies who will handle the funds of £75,000 for substances abuse in the Dublin area and the services they provide and (c) bodies which were granted £447,000 for youth services in the Dublin area and the services they provide and propose to provide.

These projects involve the provision of counselling, skill acquisition, literacy and special activity programmes for young people who are unemployed, economically deprived, delinquent or otherwise at risk. The grants will be administered through Comhairle le Leas Oige.

asked the Minister for Education the number of projects and their locations which have received funding from the national lottery from both the Department of the Environment and her Department for the same project.
It is a condition of the capital grant scheme for the provision of recreational facilities being operated by my Department that a grant will not be payable in respect of projects being grant assisted by any other Government funding. In implementing this condition: (a) applicants must confirm that a grant is not being sought or received from the Department of the Environment for their project, and (b) there is liaison between the Departments in relation to projects being grant-aided.

asked the Minister for Education if she will outline the assessment system used in cases where a number of applications were made for similar projects in one region from national lottery funds.

asked the Minister for Education if all successful applications for grants from national lottery funds adhered to the Department's criteria, that is: (a) clear title (b) matching finance and (c) readiness to commence work; and the system which was operated on the ground assessment of projects.
I propose to take Questions Nos. 78 and 79 together.
Before any grant is paid under my Department's capital grant scheme for the provision of recreational facilities applicants will have to comply with all the conditions of the scheme. Projects are selected by reference to a variety of criteria which include: (i) degree of local commitment as evidence by success in local fund raising; (ii) the viability and worth of the projects involved; (iii) social and demographic factors.
