Order of Business.

It is proposed to take Nos. 5, 4, 14 and 15. It is also proposed that the Dáil shall sit later than 9 p.m. today and business shall be interrupted at 11 p.m. It is further proposed that No. 5 shall be taken without debate. It is further proposed that the proceedings on No. 4, if not previously concluded, shall be brought to a conclusion at 12 noon by one question which shall be put from the Chair and which shall, in relation to amendments, include only amendments made by the Seanad. It is further proposed that the proceedings on the Committee and remaining Stages of Nos. 14 and 15 shall be brought to a conclusion, if not previously concluded, at 7 p.m. and 11 p.m. respectively by one question which shall be put from the Chair and which shall, in relation to amendments, include only amendments set down by the Ministers for Energy and Health respectively. Private Members' Business shall be No. 27.

Is the proposal for the late sitting today agreed?

Is the proposal for dealing with No. 4 agreed? Agreed. Are the proposals for dealing with Nos. 14 and 15 agreed? Agreed.

I should like, with your permission, to raise on the Adjournment the position that has arisen at Scoil Naisiúnta An Chnoic, Leitirmealláin, Contae na Gaillimhe, where the loss of two pupils has meant the reduction of this school in the Gaeltacht to a one-teacher school from September.

I will communicate with the Deputy.

May I have permission to raise on the Adjournment the proposed sale of land at Clogheen, County Cork, by the Southern Health Board as I am dissatisfied with the reply I got yesterday to my written question?

I wish to raise on the Adjournment the failure of the Department of Education to provide for Gaelscoil Míde in the coming year and the consequent loss of facilities that arise from that.

I wish to raise on the Adjournment the need for the Minister for Education to provide the necessary finance to provide a much needed extension for Ballyhaunis Community School in County Mayo.

I was thinking of repeating my request in relation to the debate on the Finglas area, but information filtered through to the area yesterday in respect of unexpected grants, so my question may not be as necessary as it was. If the Minister for the Environment could confirm that, it might not be necessary to pursue the question of lottery funds for the Finglas area.

That is not in order now, Deputy.

On the Order of Business last week I asked the Taoiseach could he indicate when the rules and regulations necessary to make the Status of Children Act effective would be brought into force. I was subsequently advised that they were under preparation but I was given no indication as to when they would be published. The failure to publish and distribute these rules and regulations is preventing both children and parents relying on the rights conferred on them by the Status of Children Act. I wonder is the Taoiseach in a position to say when the rules and regulations will be published?

I understood that the Deputy was fully informed about the matter but I will communicate any further information at my disposal to him.

I was told they were under preparation but there was no date given as to when they would be made available. They should have been published on the 14th of this month.

I would like to ask the Taoiseach why a written Dáil Question tabled by me for answer by the Taoiseach today was transferred to the Minister for Agriculture and Food and to the Minister for the Environment. Those Ministers are not in a position to answer the question. The Taoiseach is supposed to be the boss.

Why is the Taoiseach shielding them?

The Deputy should find another way to raise that matter. Can I proceed——
