Written Answers. - Lough Sheelin (Cavan) Pollution.

asked the Minister for the Environment the present level of pollution in Lough Sheelin, County Cavan; the way in which this compares with previous levels found in the past five years; whether the present level is acceptable; and the plans he has for further improvement.

I am advised that water quality conditions in Lough Sheelin for the period January to May this year are marginally better than for the corresponding period last year. Chlorophyll levels in the lake have reduced significantly, water clarity has shown some improvement, while nutrient loadings in the lake and entering via streams are significantly down on last years levels.

Major improvement in the condition of Lough Sheelin occurred in 1983 and 1984 as a result of the special protection measures introduced in 1980. However, the lake deteriorated subsequently, due in large measure to the poor summers of 1985 and 1986, which increased the loadings of nutrients reaching the lake in the June-September periods.

The recent improvement in water quality can be attributed to the action taken by Cavan County Council, the statutory water pollution control authority, in prohibiting the spreading of pig slurry in the catchment from November to February and restricting it in October and March to periods when ground and weather conditions were suitable for safe spreading. Restrictions were placed on the spreading of cattle manure during the winter months also. I understand that improvements made to an industrial effluent discharge and the recent favourable weather conditions have also contributed to the better water quality.

The future of the lake is dependent on the continued co-operation by all interested parties in the catchment in tackling all sources of pollution and disposing of wastes in a responsible manner. I am satisfied that the Lough Sheelin Management Committee provide an adequate mechanism for this purpose and that Cavan County Council will act, as necessary, under the Local Government (Water Pollution) Act 1977 to protect the lake.

Recently I approved Cavan County Council's proposal to instal phosphorus removal facilities at the Ballyjamesduff sewage treatment plant. I am presently examining a report by An Foras Forbartha on water quality in the lake and will consider the need for further action in light of this examination.
