asked the Minister for Education if she will arrange for Kerry County Council to pay a higher education grant to a person (details supplied) in County Kerry, having regard to the fact that her parents income, in accordance with the Revenue Commissioners' assessment of income, is well under the eligibility guide scale as laid down by her Department; and if she will make a statement on the matter.

It is understood from Kerry County Council, the body administering the Higher Education Grants scheme in the applicant's area, that the parental means are in excess of the designated limits for the award of a grant.

Neither local authorities nor my Department are bound to accept revenue assessments of income for taxation as the sole criterion for determining eligibility for Higher Education Grants.
