asked the Minister for Finance if his attention has been drawn to the widespread dissatisfaction that exists with the system of farm income tax which is in operation at the moment; and if he has any intention of introducing a land tax in the next financial year.

I have received some representations in regard to the present system of farmer taxation. However, the Government believe that for equity reasons farmers should be taxed on actual income on the same basis as other income taxpayers, and not by reference to a special capital value criterion which was the basis for farm tax. This is also the view of the main farming organisation. The Government decided therefore last year to discontinue the farm tax for 1987 and subsequent years, to continue with the income tax basis for farmer taxation and to extend it to all farmers likely to have taxable incomes. This equality of tax treatment involves a stability in farmer tax arrangements, and there are no proposals to introduce a land tax for farmers in the next financial year.
