asked the Minister for Social Welfare if, in respect of the first six months of this year he will give the numbers of people in receipt of a free electricity allowance who have had the allowance withdrawn; and if he will make a statement on the matter.

To qualify for a free electricity allowance, a person must be in receipt of a qualifying payment and must reside either entirely alone or with persons who come within certain excepted categories. At present 172,000 are in receipt of free electricity allowance.

In the period from 1 January 1988 to 17 June 1988, free electricity allowance ceased in a total of 13,649 cases. The majority of these arose from the death of the beneficiary. Some 4,600 (almost 2.7 per cent) arose as a result of the Department's ongoing control and review procedures which revealed that the conditions for receipt of the allowance were no longer satisfied.
